CIDR (Classless Inter-Domain Routing) notation expresses an IP address and its subnet mask together, e.g., 192.168.1.0/24. The /24 means 24 bits are used for the network, leaving 8 bits for hosts (254 usable).
A /24 subnet has 256 addresses total. Subtract 2 (network address + broadcast address) = 254 usable host addresses.
They express the same thing differently. 255.255.255.0 in subnet mask notation equals /24 in CIDR notation. Both define how many bits are used for the network portion.
